中國出臺大力發(fā)展農(nóng)村電子商務(wù)的新措施，將提供多樣化的金融支持，以挖掘欠發(fā)達(dá)市場的消費潛力。根據(jù)財政部和商務(wù)部等部門日前聯(lián)合發(fā)布的通知，中國將加快建設(shè)更高效的農(nóng)產(chǎn)品流通體系和現(xiàn)代農(nóng)村市場體系。
Chinese authorities have detailed new measures to boost e-commerce in rural areas, pledging diversified financial support to tap consumption potential in the underdeveloped market. China will accelerate the building of a more efficient circulation system for agricultural products and a modern market system, according to a joint work plan released by government agencies including the Ministry of Finance and the Ministry of Commerce.

鄉(xiāng)村振興是鄉(xiāng)村產(chǎn)業(yè)、人才、文化、生態(tài)、組織等方面的全面振興，其中，產(chǎn)業(yè)振興是鄉(xiāng)村振興的物質(zhì)基礎(chǔ)和重要根基。產(chǎn)業(yè)興旺，農(nóng)民收入才能不斷增長。日前，財政部聯(lián)合商務(wù)部、國務(wù)院扶貧辦發(fā)布關(guān)于做好2020年電子商務(wù)進農(nóng)村綜合示范工作的通知。
通知提出，要大力發(fā)展農(nóng)村電子商務(wù)，促進形成農(nóng)產(chǎn)品進城和工業(yè)品下鄉(xiāng)暢通、線上線下融合的農(nóng)產(chǎn)品流通體系和現(xiàn)代農(nóng)村市場體系，培育一批各具特色、經(jīng)驗可復(fù)制推廣的示范縣。中央財政資金實行“鼓勵發(fā)展+負(fù)面清單”管理模式，重點支持以下方向：縣鄉(xiāng)村三級物流配送體系、農(nóng)村電商公共服務(wù)體系、農(nóng)村現(xiàn)代流通服務(wù)體系、農(nóng)村電子商務(wù)培訓(xùn)體系。
通知指出，支持對返鄉(xiāng)農(nóng)民工、大學(xué)生、退伍軍人、貧困戶等開展農(nóng)村電商普及和技能培訓(xùn)，豐富直播帶貨、社交電商等課程。

要把群眾受益擺在突出位置，從產(chǎn)業(yè)扶持、金融信貸、農(nóng)業(yè)保險等方面出臺政策，為農(nóng)村經(jīng)濟發(fā)展提供有力支持。
